A Bill to amend Section 38-3-20, Code of Laws of South Carolina, 1976,
relating to the Insurance Commission, so as to provide that members who take
office on or after July 1, 1989, shall serve for terms of three years; to
amend the 1976 Code by adding Sections 38-3-25 and 38-3-75 so as to provide
that beginning with the 1990 general election the Chief Insurance Commissioner
must be elected, to provide for his term, manner of filling vacancies,
qualifications, and a limitation on the number of terms which may be served,
and to provide that the Commissioner once elected shall serve as an ex officio
member of the Insurance Commission; to amend the 1976 Code by adding Section
38-3-95 so as to provide for limitations on the amount of campaign
contributions which may be given to candidates who offer for election to the
office of Chief Insurance Commissioner, to devolve the duties of the Chief
Insurance Commissioner relating to supervising and regulating insurance rates
upon the Insurance Commission effective upon the election of the Commissioner;
and to repeal Sections 38-3-60 and 38-3-100 relating to the Chief Insurance
Commissioner, effective upon his election.
