 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 20-7-1445 so as to impose a delinquency fee of five percent on late child
 support payments paid through the family court, to provide that the late
 payment penalty must be forwarded by the court to the custodial parent, and to
 provide that the late payment fee is considered child support.
