A SENATE RESOLUTION

COMMENDING WAYNE BENTON OF ANDREWS, SOUTH CAROLINA, FOR HIS PARTICIPATION IN SAVING THE LIFE OF PreviousJACKNext MESCHER OF ANDREWS, SOUTH CAROLINA.

Whereas, the South Carolina Public Service Authority, commonly known as Santee Cooper, demonstrates a strong dedication and concern for its personnel by providing lifesaving and first aid training to all its personnel and reinforces that training by conducting periodic safety meetings; and

Whereas, on December 12, 1994, PreviousJackNext Mescher was attending a safety meeting at the Winyah Generating Station in Georgetown, South Carolina; and

Whereas, during the meeting PreviousJackNext Mescher slumped in his chair in obvious distress; and

Whereas, his co-workers, using lifesaving training received at Santee Cooper, determined Mescher was not breathing, had no pulse, and had no heartbeat; and

Whereas, Mescher's co-workers laid him flat on the floor and prepared to perform Cardio-Pulmonary-Resuscitation (CPR) and other lifesaving procedures; and

Whereas, Wayne Benton and three co-workers did apply CPR for 23 minutes before the arrival of the Emergency Medical Service (EMS); and

Whereas, the EMS did apply electric shock three times to Mescher's chest by means of a defibrillation machine before restoring a heartbeat; and

Whereas, Mescher was first transported to Georgetown Memorial Hospital by the EMS and then to the Medical University of South Carolina (MUSC) in Charleston by helicopter; and

Whereas, Doctor Gayle Richmond of the Georgetown Memorial Hospital was quoted as saying, "These employees saved PreviousJackNext's life. If they had not done compressions and breathing until the EMS arrived, PreviousJackNext would not be here today."; and

Whereas, doctors at the MUSC indicated persons with no pulse, no heart beat, and no breathing are considered clinically dead; and

Whereas, Wayne Benton and three co-workers, through application of their lifesaving training, dedication, and determination did save the life of PreviousJackNext Mescher who is now fully recovered, back at work, and with his loving family; and

Whereas, Wayne Benton, through his actions, is highly deserving of recognition and commendation. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, do commend Wayne Benton of Andrews, South Carolina, for his actions on December 12, 1994, in helping save the life of PreviousJack Mescher.

Be it further resolved that a copy of this resolution be forwarded to Mr. Wayne Benton; Mr. Graham Edwards, President of Santee Cooper; Mr. Donald Watts, Superintendent of the Winyah Generating Station; and Mr. Johnnie Wilkerson, Santee Cooper Director of Occupational Safety and Health.
