A CONCURRENT RESOLUTION

TO RECOGNIZE THE SOUTH CAROLINA DEPARTMENT OF ALCOHOL AND OTHER DRUG ABUSE SERVICES (DAODAS) AND ITS PREDECESSORS FOR FIFTY YEARS OF DEDICATED SERVICE TO THE CITIZENS OF SOUTH CAROLINA.

Whereas, the state's earliest authority charged with addressing alcohol or other drug problems, specifically the problem of alcoholism, was created by the South Carolina General Assembly in 1957; and

Whereas, during the past fifty years, the state authority responsible for addressing problems of this nature has provided services under five different designations or authorizations, including the South Carolina Alcoholic Center from 1957 to 1966, the South Carolina Commission on Alcoholism from 1966 to 1974, the South Carolina Office of the Commissioner of Narcotics and Controlled Substances from 1971 to 1974, the South Carolina Commission on Alcohol and Drug Abuse from 1974 to 1993, and since 1993, the South Carolina Department of Alcohol and Other Drug Abuse Services (DAODAS), which is currently one of fourteen cabinet-level agencies reporting directly to the Governor; and

Whereas, more than three decades ago, the state authority was instrumental in creating a statewide system of community-based agencies that continues today to provide vital programs and services to local citizens in need; and

Whereas, countless individuals in South Carolina have dedicated their entire lives to supporting the efforts of the state authority and its statewide system of community-based programs, serving as employees, board members, and volunteers; and

Whereas, the state authority has provided invaluable leadership and direction during the past fifty years to local, state, and national efforts by forging new partnerships, advocating legislative changes, implementing new strategies, and effecting changes in public policies designed to promote the public's health and safety in the home, school, community, workplace, and on the highway; and

Whereas, it is appropriate for the General Assembly to offer their deepest gratitude to both current and former employees, board members, volunteers, advocates, and other supporters for their long-standing dedication and commitment to finding solutions to address this major public health issue, and ultimately, to enhancing the quality of life for all South Carolinians. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize the South Carolina Department of Alcohol and Other Drug Abuse Services (DAODAS) and its predecessors for fifty years of dedicated service to the citizens of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to the Director of the Department of Alcohol and Other Drug Abuse Services.
