A Bill to enact a Client-Patient Protection Act and to provide penalties for
violations; to amend Sections 43-29-10 and 43-29-40, Code of Laws of South
Carolina, 1976, relating to the unlawful abuse or neglect of senile or
developmentally disabled persons, so as to provide that no person shall be
deemed to be abused or neglected for the sole reason that he is being
furnished nonmedical remedial treatment by spiritual means practiced in
accordance with tenents of a recognized church in lieu of medical treatment;
to include additional persons and to provide that charges of such abuse may be
investigated by any State Agency, Public Official or County Solicitor; and to
amend the Code by adding Sections 43-29-41 and 43-29-42 so as to increase the
penalty for unlawful abuse of such persons and to provide a penalty for
failure to report such abuse.-at
