To whom was referred a Concurrent Resolution (S. 1334) to request that the Department of Transportation name the portion of United States Highway 178 in Orangeburg County from its intersection with Bethel Forest Road, etc., respectfully

That they have duly and carefully considered the same and recommend that the same do pass:

A CONCURRENT RESOLUTION
TO REQUEST THAT THE DEPARTMENT OF TRANSPORTATION NAME THE PORTION OF UNITED STATES HIGHWAY 178 IN ORANGEBURG COUNTY FROM ITS INTERSECTION WITH BETHEL FOREST ROAD TO ITS INTERSECTION WITH GORDON DRIVE "MELVIN L. CRUM MEMORIAL HIGHWAY" AND ERECT APPROPRIATE MARKERS OR SIGNS ALONG THIS PORTION OF HIGHWAY THAT CONTAIN THE WORDS "MELVIN L. CRUM MEMORIAL HIGHWAY".
Whereas, Mr. Melvin Leverne Crum was born on April 4, 1950, the son of Theodore "Shine" Crum and Henrietta Felder of Rowesville, South Carolina, and died on September 21, 2010; and
Whereas, he and his wife, Yvonne, were blessed with one daughter, Jenna; and
Whereas, he earned both his Bachelor of Science Degree in Business Administration and Masters of Arts Degree in Vocational Rehabilitation from South Carolina State College; and
Whereas, Mr. Crum was first elected as a school board member in Orangeburg County at the age of twenty-five and served in that capacity for more than thirty-five years; and
Whereas, he was the first and only African American to be appointed as a State Executive Director of the Agricultural Stabilization and Conservation Service; and
Whereas, he devoted his life to the promotion of issues that were of importance to his community, farmers, public education, and equality for all Americans; and
Whereas, Mr. Crum received numerous awards during his life for his service to his community; and
Whereas, it is fitting and proper for the members of the General Assembly to name a portion of United States Highway 178 in Orangeburg County for this great son of South Carolina. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly request that the Department of Transportation name a portion of United States Highway 178 in Orangeburg County from its intersection with Bethel Forest Road to its intersection with Gordon Drive "Melvin L. Crum Memorial Highway" and erect appropriate markers or signs along this portion of highway that contain the words "Melvin L. Crum Memorial Highway".
Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
