A Joint Resolution proposing an amendment to Section 7 of Article X of the
Constitution of South Carolina, 1895, relating to expenses of State Government
and Political Subdivisions, so as to provide that increases in expenditures of
State funds in any one fiscal year shall not exceed expenditures of the prior
year by a greater percentage than the average rate of annual growth in state
personal income; provide for emergency suspension of the spending limitation
by joint action of the Governor and the General Assembly and changes in the
limitation.
