 A Bill to amend Section 12, Part II, of Act 517 of 1980, relating to a
 limitation on state expenditures and other related spending limitation
 provisions including a provision that acts which levy or increase taxes shall
 be separate from the state General Appropriations Act and Supplemental
 Appropriations Acts, so as to provide that such acts which increase or enact
 new general taxes shall be passed by two-thirds vote of each house on final
 consideration.
