AN ACT TO ABOLISH THE OFFICE OF COUNTY SUPERINTENDENT OF EDUCATION AND THE COUNTY BOARD OF EDUCATION IN BARNWELL COUNTY AND DEVOLVE THEIR DUTIES UPON THE RESPECTIVE BOARDS OF TRUSTEES OF THE SCHOOL DISTRICTS OF THE COUNTY; AND TO AUTHORIZE THE DISTRICT BOARDS OF TRUSTEES TO JOINTLY CONTRACT FOR CERTAIN FISCAL AND ADMINISTRATIVE SERVICES.

Be it enacted by the General Assembly of the State of South Carolina:

Superintendent of Education and Board of Education abolished

SECTION 1. The office of County Superintendent of Education and the County Board of Education in Barnwell County are abolished and all powers and duties, including the authority to borrow money for school purposes, previously exercised by the superintendent and the board of education are devolved upon the respective boards of trustees of the school districts of Barnwell County.

Boards authorized to contract

SECTION 2. Upon the devolution of authority provided for in Section 1, the respective boards of trustees are authorized to jointly contract with such persons or agencies as the boards or any group of boards agree to provide fiscal and administrative services to the districts concerned and their employees.

Authority to borrow money

SECTION 3. The authority to borrow money for school purposes is vested in the respective boards of trustees of each school district and the county treasurer. The boards, along with the treasurer, are authorized to pledge anticipated school tax revenue of a particular school district as security for any loans made.

Time effective

SECTION 4. This act takes effect upon approval by the Governor.
