A JOINT RESOLUTION TO PROVIDE FOR AN ADVISORY REFERENDUM IN OCONEE COUNTY TO BE HELD AT THE SAME TIME AS THE 1988 GENERAL ELECTION TO DETERMINE THE WISHES OF THE ELECTORS OF THE COUNTY AS TO WHETHER THE COUNTY SUPERINTENDENT OF EDUCATION MUST BE ELECTED OR APPOINTED BY THE BOARD OF TRUSTEES OF THE OCONEE COUNTY SCHOOL DISTRICT.
Whereas, the elected Oconee County Superintendent of Education is retiring prior to the expiration of his term; and
Whereas, only three school districts of the ninety-one in the State have elected superintendents; and
Whereas, it seems that this is proper time to determine by referendum the wishes of the electors of Oconee County as to whether the county superintendent of education must be elected or appointed. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
Referendum
SECTION 1. The Oconee County Commissioners of Election shall conduct an advisory referendum within the county at the same time as the 1988 general election to determine the wishes of the qualified electors of the county as to whether the county superintendent of education should be elected or appointed by the board of trustees of the Oconee County School District. Ballots must be prepared and distributed to the various voting precincts of the county with the following question printed on the ballot:
"Should the existing method of selecting the county superintendent of education for Oconee County by election be changed to provide for appointment of that official by the board of trustees of the Oconee County School District?

No / /
Place a check or cross mark in the box which expresses your opinion."
Certification of results
SECTION 2. The County Commissioners of Election shall certify the results of the referendum to the Oconee County Legislative Delegation.
Payments of costs
SECTION 3. Costs of the referendum provided for in this act must be paid by Oconee County.
Time effective
SECTION 4. This act takes effect upon approval by the Governor.
