To whom was referred a Bill (H. 3049), to amend Section 56-3-220, Code of Laws of South Carolina, 1976, relating to dealer "sold" cards on vehicles, etc., respectfully
That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the bill, as and if amended, by striking all after the enacting words and inserting:
/SECTION 1. Section 56-3-220 of the 1976 Code is amended to read:
"Section 56-3-220. (A) Dealers selling vehicles may must attach and display on to vehicles which they sell a `sold' card plate as evidence of the sale so as to indicate to any a law enforcement officer the fact that the vehicle is being operated upon the highway pursuant to Section 56-3-210, which allows persons newly acquiring a vehicle thirty days in which to register and license the vehicle.
(B) A `sold' card plate issued for a motor vehicle pursuant to this section shall be attached to the rear of the vehicle, open to view, except that on truck tractors and road tractors the plate shall be attached to the front of the vehicle. Every `sold' card plate shall at all times be securely fastened in a horizontal and upright position to the vehicle for which it was issued so as to prevent the plate from swinging. The bottom of the plate shall be at a height of not less than twelve inches from the ground in a place and position to be clearly visible and it shall be maintained free from foreign materials and in a condition to be clearly legible.
(C) A `sold' card plate must be of the same size as a regular motor vehicle license plate but must be of a distinctive design, bear those letters and numerals as the department prescribes. The plate must be validated on the date of sale of the vehicle for a thirty-day period. The department shall collect a five dollar fee from each dealer for each `sold' card plate issued.
(D) It is unlawful for the purchaser of a vehicle to operate the vehicle within the thirty-day period without the `sold' card plate properly displayed and validated."
SECTION 2. This act takes effect January 1, 1993./

TO AMEND SECTION 56-3-220, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEALER "SOLD" CARDS ON VEHICLES, SO AS TO REQUIRE DEALERS TO AFFIX A CARD ON A SOLD VEHICLE AND TO REQUIRE CERTAIN IDENTIFYING INFORMATION ON THE CARD.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-3-220 of the 1976 Code is amended to read:
"Section 56-3-220. Dealers selling vehicles may must attach and display on to vehicles which they sell a `sold' card as evidence of the sale so as to indicate to any a law enforcement officer the fact that the vehicle is being operated upon the highway pursuant to Section 56-3-210, which allows persons newly acquiring a vehicle thirty days in which to register and license the vehicle. The name and address of the dealer and the date of the sale of the vehicle must be printed on the dealer's `sold' card. It is unlawful for the purchaser to operate the vehicle within the thirty days without the card on display."
SECTION 2. This act takes effect January 1, 1992.
