TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-210 SO AS TO LIMIT THE TERMS OF MEMBERS OF A STATE BOARD, COMMITTEE, OR COMMISSION APPOINTED BY THE GOVERNOR OR ELECTED BY THE GENERAL ASSEMBLY AND PROVIDE FOR EXCEPTIONS TO AND THE OPERATION OF THE PROVISIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 2-1-210. No person may be appointed by the Governor or elected by the General Assembly to a state board, committee, or commission who has served two successive full terms or for twelve successive years, whichever is longer, in that capacity unless the person is paid an annual salary from the general fund of the State. The limitation does not prevent a person from being elected or appointed to the same body after an absence of two years. This section does not apply to members of the Clemson University Board of Trustees who are elected for life nor does it apply to a person until the expiration of the term he is serving. The limitation operates prospectively only and without regard to past service of a person presently serving on a board, committee, or commission."
SECTION 2. This act takes effect July 1, 1991.
