TO AMEND RULE 5.17 OF THE RULES OF THE HOUSE OF REPRESENTATIVES, RELATING TO THE CONSIDERATION OF AN UNCONTESTED BILL OR JOINT RESOLUTION, SO AS TO CHANGE FROM THREE TO SEVEN THE NUMBER OF MEMBERS REQUIRED TO PREVENT ITS CONSIDERATION AND TO PROVIDE FOR A PROCEDURE TO DELAY FOR ONE STATEWIDE LEGISLATIVE DAY THE CONSIDERATION OF A MATTER IF SUFFICIENT OBJECTIONS CANNOT BE OBTAINED TO PLACE THE MATTER ON THE CONTESTED CALENDAR ON THE FIRST OCCASION IT IS REACHED ON THE CALENDAR.
Be it resolved by the House of Representatives:
That Rule 5.17 of the House is amended to read:
"5.17 Upon the consideration of any uncontested bill or joint resolution an objection by three (3) seven (7) members at any time shall prevent the consideration of such bill or resolution and it shall then be placed upon the contested calendar and remain thereon until one (1) or more objections are formally withdrawn from the floor, and if there are not further objections entered at that time bringing the total number of outstanding objections to three (3) seven (7) or more, such bill or resolution shall then receive immediate consideration if there is any time remaining in the applicable period for that day for that bill or resolution.
If a member who objects to a bill or joint resolution cannot obtain sufficient objections to place the matter on the contested calendar, he may demand, only on the first occasion the matter is reached, that consideration of the matter be delayed for one statewide legislative day, exclusive of the date of first consideration." .
