A JOINT RESOLUTION

TO CREATE A "COMMITTEE TO STUDY OFFERING VOCATIONAL EDUCATION AT AN EARLIER AGE", AND TO PROVIDE FOR THE COMMITTEE'S MEMBERSHIP AND DUTIES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. A Committee to Study Offering Vocational Education at an Earlier Age is created, composed of six members, as follows: a member of the Senate Finance Committee, a member of the House Ways and Means Committee, a member of the Senate Education Committee, a member of the House Education and Public Works Committee, a member of the Senate Labor, Commerce and Industry Committee, and a member of the House Labor, Commerce and Industry Committee. The members must be appointed to the Committee to Study Offering Vocational Education at an Earlier Age by the respective chairmen of the standing committees referenced in this section.

The members of the committee shall elect a chairman and a vice chairman and shall use the Legislative Council of the General Assembly for legal, research, and clerical assistance as the committee considers necessary.

The committee shall undertake a study for a period not to exceed one year to determine whether vocational education should begin in the ninth grade rather than the eleventh grade. The committee shall meet whenever the chairman considers it necessary or whenever requested by three members.

At the end of the study conducted by the committee pursuant to this section, the committee shall present its findings and recommendations in the form of a written report to the members of the General Assembly.

Committee members shall not be compensated for their service on the committee but are allowed, for the actual performance of their committee duties, the usual mileage, per diem, and subsistence as provided by law for members of state boards, committees, and commissions.

The expenses of the committee, except for the assistance rendered by the Legislative Council, must be paid from the approved accounts of both houses of the General Assembly.
