TO AMEND SECTION 59-39-320, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE REQUIRED CONTENT OF HIGH SCHOOL DRIVER EDUCATION AND TRAINING PROGRAMS, SO AS TO REVISE THE REQUIRED CONTENT; AND TO AMEND THE 1976 CODE BY ADDING SECTION 59-39-325 SO AS TO PROVIDE THAT SATISFACTORY COMPLETION OF THIS DRIVER EDUCATION COURSE IS A REQUIREMENT FOR A STATE HIGH SCHOOL DIPLOMA FOR ALL STUDENTS GRADUATING DURING OR AFTER THE 1991-92 SCHOOL YEAR.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 59-39-320 of the 1976 Code is amended to read:
"Section 59-39-320. The State Board of Education shall promulgate rules and regulations for establishment by local school districts of approved driver education and training courses, and when duly promulgated shall have the full force and effect of law. Such The regulations shall must require that credit for completion of a driver education training course shall must not be given unless the course shall have included includes not less than thirty classroom hours of instruction in driver education, and not less than six hours of actual behind-the-wheel driving instruction on the offense of alcohol or drug impaired driving."
SECTION 2. The 1976 Code is amended by adding:
"Section 59-39-325. In addition to the requirements contained in Section 59-39-100, satisfactory completion of this driver education course is a requirement for a state high school diploma for all students graduating during or after the 1991-92 school year."
SECTION 3. This act takes effect upon approval by the Governor.
