TO PROVIDE THAT NO PERSON MAY ENGAGE IN LOBBYING FOR THE PURPOSE OF INFLUENCING THE PASSAGE OR DEFEAT OF LEGISLATION FOR PAYMENT UNLESS EMPLOYED BY AN ASSOCIATION OR A FULL-TIME EMPLOYEE OF AN ENTITY AND REGISTERED WITH THE SECRETARY OF STATE AND TO PROVIDE LIMITATIONS ON REPRESENTATION AS A LOBBYIST.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) Notwithstanding any other provision of law, no person may engage in lobbying or act as a legislative agent for the purpose of influencing the passage or defeat of any legislation for any form of payment or compensation unless that person is employed exclusively by an association or is a full-time employee of an association, corporation, or another entity and registered as a lobbyist for that association, corporation, or entity with the Secretary of State. No person may represent more than three associations, corporations, or other entities as a lobbyist.
(B) For purposes of this section "association" means an organization formally established under the laws of this State for the purpose of uniting individuals with the same or similar professions, occupations, or interests to promote their common goals and objectives.
SECTION 2. This act takes effect upon approval by the Governor.
