A SENATE RESOLUTION

TO AMEND RULE 7 OF THE RULES OF THE SENATE OF SOUTH CAROLINA, RELATING TO QUESTIONS OF ORDER IN THE SENATE, SO AS TO REQUIRE THE PRESIDING OFFICER TO MAINTAIN ORDER IN THE SENATE CHAMBER AND GALLERY IF A VISITOR CREATES A DISTURBANCE.

Be it resolved by the Senate:

That Rule 7 of the Rules of the Senate is amended to read:

"RULE 7

Question of Order--

Appeal from President's Decision

A.

If any a Senator in speaking, or otherwise transgress violates the Rules of the Senate, the presiding officer shall, or any member may, call him to order; and when a member shall be is called to order by the President or a Senator, he shall sit down and shall may not proceed without leave of the Senate. Every question of order shall must be decided by the President, without debate, subject to an appeal to the Senate. The President may call for the sense of the Senate on any question of order.

B.

If a visitor in the chamber or in the gallery engages in a demonstration of approval or disapproval or creates a disturbance which affects the decorum of the Senate, the presiding officer shall take those measures necessary to enforce order."
