A BILL

TO AMEND TITLE 32, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 5 SO AS TO PROVIDE FOR A BILL OF SALE ON PERSONAL PROPERTY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Title 32 of the 1976 Code is amended by adding:

"Article 5

Personal Property

Section 32-5-110. The sale of personal property valued in excess of one hundred dollars must be accompanied by a bill of sale.

Section 32-5-120. The bill of sale must contain the following information:

(1) name of the seller;

(2) social security number of the seller;

(3) the date of the sale;

(4) a description of the personal property;

(5) the purchase price of the property.

The bill of sale must be delivered to the purchaser who may request verification of the identity of the seller by driver's license or other appropriate picture identification.

Section 35-5-130. The bill of sale must be kept by the purchaser for as long as the purchaser owns the property and for six years after disposition of the property by sale, gift, or other means."

SECTION 2. This act takes effect upon approval by the Governor.
