TO CONGRATULATE CAPTAIN CHARLES T. CABANISS OF ROCK HILL ON BEING NAMED THE "1992 LAW ENFORCEMENT OFFICER OF THE YEAR".
Whereas, Captain Charles T. Cabaniss began his career with the Rock Hill Police Department in 1975 as a Community Service Officer; and
Whereas, while holding the rank of detective, Captain Cabaniss was involved in the formation of the department's S.W.A.T. Team, which in 1990 placed first in the National Competition of SWAT which is held annually in Gainesville, Georgia, and was featured on the cover of Police Marksman Magazine; and
Whereas, in 1989, Captain Cabaniss and an agent with the Drug Enforcement Administration became involved in a case involving a major drug ring in the Charlotte/Rock Hill area which turned into a major Organized Crime Drug Enforcement Task Force case and known as Operation Avalanche; and
Whereas, Captain Cabaniss' contributions to the department in the area of improving equipment, manpower, and specialized training in school has been enormous and he was nominated by his fellow officers of the Rock Hill Police Department as the Most Valuable Employee of the Year in 1991; and
Whereas, he has a degree in Criminal Justice from the University of South Carolina, is a graduate of the Federal Bureau of Investigation National Academy in Quantico, Virginia, and has attended countless numbers of schools and seminars making him a very valuable asset to his department and community; and
Whereas, he is married to the former Debbie Hornick and they have one daughter; and
Whereas, the Law Enforcement Officer of the Year Award is given annually by the South Carolina Law Enforcement Officers' Association and is sponsored by the South Carolina Automobile and Truck Dealers' Association; and
Whereas, Captain Cabaniss was nominated for this award due to his major contributions in the area of drug enforcement and his many accomplishments since taking the position as head of the Detective Division for the Rock Hill Police Department; and
Whereas, Captain Cabaniss, a sixteen-year veteran of the Rock Hill Police Department, was named the "1992 Law Enforcement Officer of the Year" at the South Carolina Law Enforcement Officers' Association's "Respect for Law" Week Banquet held Saturday, April 11, 1992, in Columbia. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly congratulate Captain Charles T. Cabaniss of Rock Hill on being named the "1992 Law Enforcement Officer of the Year".
Be it further resolved that a copy of this resolution be forwarded to Captain Cabaniss.
