A JOINT RESOLUTION

TO CREATE A NATURAL HAZARDS SCHOOL BUILDINGS SAFETY IMPROVEMENT STUDY COMMITTEE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. (A) A Natural Hazards School Buildings Safety Improvement Study Committee is created for one year composed of:

(1) the chairmen of the Senate Education Committee and House Education and Public Works Committee;

(2) the State Superintendent of Education or his designee;

(3) the Commissioner of the South Carolina Department of Health and Environmental Control or his designee;

(4) three members of the public appointed by the Governor.

(B) The committee shall work with the South Carolina Building Codes Council to develop an integrated action plan to guide the formulation and implementation of the Natural Hazards School Buildings Safety Improvement Program. Input must be solicited from relevant educational institutions and professional organizations.

(C) The plan must review and establish a consensus of natural hazard risks in school buildings and school building vulnerability statewide and review and upgrade school design criteria as needed. In developing the plan the committee and council shall consider the constraints of limited budgets and relevant social and political issues.

(D) The goal of the program is to achieve within a prescribed period the improvement of existing schools to incorporate adequate protection from natural hazards, construction of new schools under criteria consistent with the plan, and improvement of emergency response training and equipment programs as they relate to school building construction.

(E) The committee shall elect one of its members as chairman and other officers as necessary. The committee shall meet as often as necessary for the discharge of its business before making its report to the General Assembly and the State Department of Education at the end of the year.

(F) After making its report the committee is dissolved.

SECTION 2. This joint resolution takes effect upon approval by the Governor.
