EXPRESSING APPRECIATION TO MR. RICHARD T. ("T.R.") RUNNELS FOR HIS SUPERB SERVICE AS INTERIM DIRECTOR OF THE SOUTH CAROLINA AERONAUTICS COMMISSION.
Whereas, Mr. Richard T. ("T.R.") Runnels was appointed interim director of the South Carolina Aeronautics Commission on July 18, 1990, with service in that capacity until March 3, 1991; and
Whereas, Mr. Runnels has been a special missions pilot with the Aeronautics Commission since 1987; and
Whereas, in addition, he has over twenty years of military aviation service, and he retired from the United States Army in 1987 with the rank of CW4; and
Whereas, during his service as the commission's interim director, he developed and implemented the agency's policy and procedures manual, established a purchasing division to utilize better the agency's financial resources, and revamped the computerized accounting system for the fuel farm; and
Whereas, during this time he also developed and implemented new procedures for the commission's accounting division which enhanced the division's efficiency and performance, implemented new inventory procedures which enabled the agency to account for more than sixteen hundred inventoried items with an exceptionally high accuracy rate, and worked diligently to foster improved relations with other state agencies and the General Assembly; and
Whereas, he is a talented individual and an accomplished administrator who labored with dedication and commitment in the commission's top position; and
Whereas, his performance in such an outstanding fashion as interim director renders him highly deserving of recognition and thanks. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly of the State of South Carolina, by this resolution, expresses sincere appreciation to T. R. Runnels for his superb service as interim director of the South Carolina Aeronautics Commission.
Be it further resolved that a copy of this resolution be forwarded to Mr. Runnels, as well as to the Aeronautics Commission, in care of Mr. Jim L. Hamilton, chairman.
