A SENATE RESOLUTION

EXPRESSING THE CONGRATULATIONS OF THE MEMBERS OF THE SENATE TO THE PEOPLE AND PARLIAMENT OF THE REPUBLIC OF GEORGIA ON THE APRIL 9, 1991, UNANIMOUS VOTE DECLARING THE REPUBLIC INDEPENDENT OF THE SOVIET UNION.

Whereas, the members of the Senate were delighted to note the unanimous vote in the Parliament of the Republic of Georgia, on April 9, 1991, in Tbilisi, declaring the republic independent of the Soviet Union; and

Whereas, this parliamentary action followed nine days after a plebiscite in which ninety-eight of the voters favored independence; and

Whereas, the timing of the vote was particularly significant as it occurred on the second anniversary of the massacre by Soviet troops of nineteen peacefully demonstrating Georgians; and

Whereas, Georgia's President Zviad Gamsakhurdia, in a speech celebrating the independent vote, declared that the vote was not a de facto withdrawal from the Soviet Union, but it would have to be followed in the next two or three years by a series of legal steps to establish fully self-rule; and

Whereas, this vote for independence is the first step on the road back from the occupation of the republic by Bolshevik troops beginning in 1921; and

Whereas, it is appropriate for members of the Senate to pause in their deliberations so that they may extend their congratulations to the Georgian people and parliament as they embark on the historic quest for the return of independence. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate express congratulations to the people and parliament of the Republic of Georgia on the April 9, 1991, unanimous vote declaring the republic independent of the Soviet Union.

Be it further resolved that a copy of this resolution be forwarded to His Excellency Zviad Gamsakhurdia, President of the Republic of Georgia, Tbilisi, Georgia.
