The House assembled at 10:00 A.M. Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

God our Father, Whom we seek to serve and to Whom we look for guidance, we bow at this altar of prayer offering unto You the gratitude of our hearts. We thank You for this day with its possibilities for great living. May we always be kind and forgiving, generous in our dealings with others, patient with those who criticize us and considerate of those who differ with us.

In these trying days, help us to think clearly, to make decisions wisely and to do courageously what is right.

In the Master's Name we pray. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

Dear Members of the General Assembly:

In 1989, the General Assembly designated the Joint Legislative Committee on Tourism and Trade and the Chairperson of the Joint Committee on Cultural Affairs to serve as an oversight committee on the Accommodations Tax Act and designated the Department of Parks, Recreation and Tourism to conduct workshops or education programs on the Act.

As a follow-up to recommendations from an Ad Hoc Committee that studied the Accommodations Tax Act, the General Assembly also requested the Joint Committee on Tourism and Trade and the Chairperson of the Joint Committee on Cultural Affairs to make recommendations to the General Assembly on a permanent oversight mechanism for the Accommodations Tax and also to clarify certain provisions and make recommendations on needed refinements for the Act.

Based on recommendations of the Accommodations Tax Workshop surveys and other input from individuals and groups, the Joint Committee on Tourism and Trade introduced House Bill #3280 and are, therefore, in compliance with Proviso 3.45 of the 90-91 Appropriation Act.

ORDERED ENROLLED FOR RATIFICATION

S. 496 -- Senators Bryan and O'Dell: A BILL TO AMEND ACT 389 OF 1955, AS AMENDED, RELATING TO THE PIEDMONT SEWER, LIGHT AND FIRE DISTRICT IN ANDERSON AND GREENVILLE COUNTIES, SO AS TO AUTHORIZE THE DISTRICT TO OWN AND OPERATE RECREATIONAL FACILITIES AND TO LIMIT THE EXPENDITURE OF TAX REVENUES OF THE DISTRICT WITH RESPECT TO RECREATIONAL NEEDS.
