A SENATE RESOLUTION

TO COMMEND DR. MILTON B. WISE, VICE PRESIDENT FOR AGRICULTURE AND NATURAL RESOURCES, CLEMSON UNIVERSITY, UPON HIS RETIREMENT FROM AN ILLUSTRIOUS FORTY-THREE YEAR CAREER AS AN EDUCATOR AND LEADER IN AGRICULTURE FOR HIS DEDICATION TO IMPROVING AND PROMOTING AGRICULTURE IN HIGHER EDUCATION AND FOR ADVANCING THE AGRICULTURAL INDUSTRY IN SOUTH CAROLINA AND THROUGHOUT THE SOUTHEAST.

Whereas, Dr. Milton B. Wise, Clemson University's Vice President for Agriculture and Natural Resources, is retiring June 30, 1994, after an illustrious forty-three year career as an educator and leader in agriculture; and

Whereas, when Dr. Wise assumed his duties at Clemson all agricultural and natural resource programs were consolidated under his leadership, and during his tenure at Clemson, he led revitalization of the academic program in agriculture and reformed the teaching curriculum resulting in the total enrollment in the College of Agriculture increasing by one hundred ninety-five percent; two hundred forty-one percent undergraduate and one hundred thirty-two percent graduate; and

Whereas, under Dr. Wise's leadership, Clemson University has become a participant in biotechnology research and the Institute of Wildlife and Environmental Toxicology has been established. Many programs that have enhanced the quality of life for South Carolinians have been implemented including the Palmetto Leadership Program which trains leaders in identifying and solving problems facing local communities and the Visions for Youth Program which develops local activities to help young people avoid many of the problems facing today's youth; and

Whereas, other milestones include designation of Clemson University Horticultural Gardens as the South Carolina Botanical Garden, construction and operation of the T. Ed Garrison Livestock Arena, acquisition of the Archbold Center on the Island of Dominica, a natural "laboratory" in a pristine rainforest, implementation of a statewide video network for distance learning, completion of the boll weevil eradication program which has eliminated the most costly pest for cotton growers in the State, assistance to victims of Hurricane Hugo, relief efforts for farmers during drought, and formulation of plans to help keep Africanized bees out of South Carolina; and

Whereas, Dr. Wise, a native of Newland, North Carolina, completed his undergraduate work at Berea College in Kentucky, received a master's degree from North Carolina State University, and a doctorate in animal nutrition at Cornell University. Before coming to Clemson he had been a member of the faculty at North Carolina State and was head of the animal science department at Virginia Tech; and

Whereas, throughout his career he has been known for his dedication to his students and twice while on the faculty of North Carolina State received the Outstanding Teacher Award and was included by alumni among the top five percent of teachers who "contributed most to their education"; and

Whereas, he conducted research in many areas and authored or coauthored one hundred twenty-seven publications, departmental monographs, experiment station bulletins, research and extension reports and other works, including twenty-two journal articles; and

Whereas, he was president of the American Society of Animal Science in 1980 and has served on the executive board since 1978. He was a nominee for the post of assistant secretary of agriculture for research, extension and teaching in 1981 during the Reagan administration; and

Whereas, he was named the 1980 Man of the Year in Virginia Agriculture by Progressive Farmer Magazine and was recognized as an Outstanding Friend of Virginia Agriculture in 1987 by the Friends of the Industry of Agriculture; and

Whereas, he served as secretary and as chair of the Council of Administrative Heads of Agriculture/Southern Region, as president of the Southern Association of Agricultural Scientists, and as a member and officer of the Board of the Agricultural Satellite Corporation; and

Whereas, the members of the Senate, by this resolution, would like to thank this gifted educator upon the occasion of his retirement for all he has done to improve and promote agriculture in higher education and to advance the agricultural industry in South Carolina and the Southeast. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate commend Dr. Milton B. Wise, Vice President for Agriculture and Natural Resources, Clemson University, upon his retirement from an illustrious forty-three year career as an educator and leader in agriculture, for his dedication to improving and promoting agriculture in higher education and for advancing the agricultural industry in South Carolina and throughout the Southeast.

Be it further resolved that a copy of this resolution be forwarded to Dr. Milton B. Wise.
