A SENATE RESOLUTION

TO EXPRESS THE DISAPPOINTMENT OF THE MEMBERS OF THE SOUTH CAROLINA SENATE AT THE PENDING RESIGNATION OF THE HONORABLE ALEXANDER STEPHENS MACAULAY, TO CONGRATULATE HIM ON HIS ELECTION TO SERVE AS CIRCUIT JUDGE TO THE TENTH JUDICIAL CIRCUIT, AND TO THANK HIM FOR HIS VALUABLE CONTRIBUTIONS AND HIS CONSCIENTIOUS LEADERSHIP IN THE SOUTH CAROLINA SENATE.

Whereas, our good friend and respected colleague, the Honorable Alexander Stephens Macaulay, has been an esteemed member of the South Carolina Senate since 1981 after having previously served as a member of the State Board of Education from 1979-80 and as a member of the Board of Visitors of both Clemson University and the Medical University of South Carolina, and as an Assistant Attorney General for the State of South Carolina; and

Whereas, Senator Alexander Stephens Macaulay has brought a unique Mountains to the Sea perspective to the Senate, having been born at Sullivan's Island in Charleston County, and now residing in West Union in Oconee County; and

Whereas, Senator Alexander Stephens Macaulay has been extremely active in the civic, legal, and religious affairs of Oconee County and the State of South Carolina; and

Whereas, Senator Alexander Stephens Macaulay served with distinction in Vietnam as an intelligence officer and advisor and was awarded the Combat Medics Badge, the Bronze Star, and the Air Medal; and

Whereas, through his vast knowledge of history, he has educated and entertained the members of the South Carolina Senate, particularly on matters of historical significance involving Oconee County and the members of the Senate especially appreciate his courageous promotion of the honored art of filibuster which protects the rights of minority opinions in the finest tradition of American democracy which respects the opportunity for all citizens regardless of status to be heard; and

Whereas, he has worked in the vineyards of the Banking and Insurance; Labor, Commerce and Industry; Medical Affairs; Rules; Education; Finance; and General Committees; and

Whereas, he rose to the chairmanship of the Medical Affairs Committee, where through his leadership many controversial, far reaching, and significant laws were crafted to the great benefit of thousands of South Carolinians; and

Whereas, his intelligence, personality, and ability were of great assistance to the people of South Carolina by his service with great distinction in the South Carolina Senate; he has been a stalwart of fiscal conservatism and limited government on the Finance Committee; and

Whereas, the Honorable Alexander Stephens Macaulay was elected to serve as a circuit judge to the Tenth Judicial Circuit, a testimony to his ability; and

Whereas, the members of the South Carolina Senate know that their good friend and colleague, Alexander Stepehens Macaulay, will be a valuable member of the bench, but will be greatly missed by all and wish to thank him for his friendship, wisdom, and leadership. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate express their disappointment at the loss of one of its esteemed members, the Honorable Alexander Stephens Macaulay, and congratulate him on his election to serve as circuit court judge to the Tenth Judicial Circuit and thank him for his valuable contributions and his conscientious leadership in the South Carolina Senate.

Be it further resolved that a copy of this resolution be forwarded to The Honorable Alexander Stephens Macaulay; to his wife, Maria Locke Boineau Macaulay; and to his mother, Eliza Singleton (Barron) Macaulay.
