AN ACT TO AMEND ACT 501 OF 1992, RELATING TO THE GENERAL APPROPRIATIONS ACT FOR 1992-93, SO AS TO AUTHORIZE CERTAIN REALLOCATIONS FOR A PORTION OF EDUCATION IMPROVEMENT ACT FUNDS ORIGINALLY APPROPRIATED TO THE CAMPUS INCENTIVE PROGRAM.
Whereas, on August 21, 1992, the Board of Economic Advisors reduced the revenue forecast for fiscal year 1992-93 and estimated a shortfall of one hundred ninety-five million dollars from the appropriations act base; and
Whereas, the Budget and Control Board through actions on September 15, 1992, reduced the level of expenditure by state agencies by imposing a 3.9 percent reduction of agency appropriations; and
Whereas, the General Assembly recognizes that these reductions in funding during the fiscal year will severely impact upon the school district's ability to fund their education programs and to maintain the existing teacher salary schedule; and
Whereas, the General Assembly recognizes the extraordinary and austere fiscal condition under which the school districts have been operating this year; and
Whereas, approximately seventeen million dollars of Education Improvement Act funds originally appropriated for the Campus Incentive Program in the 1992-93 general appropriations act have not been allocated to date. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
Allocation of funds, Campus Incentive Program, etc.
SECTION 1. Paragraph 28A.13 of Part I, Section 28 of Act 501 of 1992 is amended by adding at the end:
"Should the guidelines for the Campus Incentive Program not be established by January 1, 1993, the department shall allocate fifteen million dollars of the funds appropriated for the Campus Incentive Program for fiscal year 1992-93 to the districts in the same proportion as they receive funds under the Education Finance Act. The districts must use their funds for purposes consistent with the EIA programs. The department shall hold the remaining balance of funds for fiscal year 1992-93 for the Campus Incentive Program until otherwise directed by the General Assembly. No local match is required on these funds."
Time effective
SECTION 2. This act takes effect upon approval by the Governor.
