TO APPROVE REGULATIONS OF THE BUDGET AND CONTROL BOARD, RELATING TO THE MODULAR BUILDINGS CONSTRUCTION ACT, DESIGNATED AS REGULATION DOCUMENT NUMBER 1483, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Budget and Control Board, relating to the Modular Buildings Construction Act, designated as Regulation Document Number 1483, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
This regulation amends Regulation 19-460:
1. Removes redundancy of requirements already stated in the Modular Buildings Construction Act, editorially cleans up the language for a document that is clearer and easier to understand, and makes the regulation consistent with recent statutory amendments;
2. Allows the use of a single common label for modular buildings manufactured under a multi-state
reciprocity agreement or program;
3. Replaces the existing fee schedule with a single component fee schedule currently being used by most other states; and
4. Authorizes label fee collection from all modular building manufacturers including those constructed under a reciprocity agreement.
