TO PROVIDE PROCEDURES FOR APPOINTMENTS AND BUDGETARY APPROVALS FOR CERTAIN OFFICES, BOARDS, AND COMMISSIONS IN THE GOVERNING BODY OF CHARLESTON COUNTY WHICH ARE NOT A PART OF A STATEWIDE SYSTEM ESTABLISHED AND PROVIDED BY A CODIFIED, GENERAL LAW OR THE CONSTITUTION OF THIS STATE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. In all cases where appointments to offices, boards, or commissions are made by or upon the recommendation of the House Delegation, Senate Delegation, or Joint Legislative Delegation of Charleston County, or any other member or combination of members of the General Assembly by reason of their representing all or a portion of Charleston County which appointments are not restricted to persons who are members of the Charleston County Legislative Delegation and which appointments are not a part of a statewide system of appointment established and provided by or pursuant to a codified, general law or the Constitution of this State must be made by or upon the recommendation of a majority of the members of the governing body of Charleston County.
SECTION 2. Authority for levy of taxes or approval of budgets or millage levels for all offices, boards, or commissions referenced in Section 1, and any special purpose district whose jurisdiction does not extend beyond the bounds of Charleston County and which authority is not currently vested by law in the respective offices, boards, and commissions is vested in the governing body of Charleston County.
SECTION 3. This act takes effect upon approval by the Governor.
