TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 46-1-160 SO AS TO PROVIDE FOR ANNUAL APPROPRIATIONS TO MATCH FEDERAL FUNDS FOR THE WOMEN, INFANTS AND CHILDREN FARMERS' MARKET NUTRITION PROGRAM.
Whereas, the federal Department of Agriculture established the Women, Infants and Children (WIC) Farmers' Market Nutrition Program as an independent program; and
Whereas, the program is designed to provide to women, infants, and children who are nutritionally at risk resources in the form of fresh nutritious unprepared foods such as fruits and vegetables from farmers' markets; and
Whereas, the program also expands the awareness and use of farmers' markets thereby increasing sales at such markets; and
Whereas, the pilot program was conducted in South Carolina through the nonprofit efforts of Seeds of Hope; and
Whereas, to facilitate the implementation of the program, the government is providing federal funds to expand the program on a statewide permanent basis; and
Whereas, the women, infants, and children of the State would benefit as well as the farmers. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 46-1-160. There is appropriated from the general fund of the State state matching funds that are necessary, but not more than thirty percent, to obtain federal Women, Infants and Children (WIC) Farmers' Market Nutrition Program funds to be administered by the Department of Agriculture."
SECTION 2. This act takes effect on July 1, 1994.
