A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 16-17-760 SO AS TO PROHIBIT THE SALE AND USE OF CIGARETTE OR TOBACCO PAPER.

Whereas, the General Assembly believes that cigarette paper used for making 'roll-your-own cigarettes' is now increasingly being used to produce illegal marijuana cigarettes and possibly for cigarettes made of other illegal drugs. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 16-17-760. It is unlawful for a person to sell or use paper which is customarily used for making `roll-your-own cigarettes'.

A person violating the provisions of this section is guilty of a misdemeanor and, upon conviction, must be fined not more than two hundred dollars or imprisoned for not more than thirty days."

SECTION 2. This act takes effect upon approval by the Governor.
