TO APPROVE REGULATIONS OF THE BUDGET AND CONTROL BOARD RELATING TO STATE EMPLOYEE GRIEVANCE COMMITTEE PROCEDURES AND STATE PERSONNEL, DESIGNATED AS REGULATION DOCUMENT NUMBER 1586, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Budget and Control Board, relating to State Employee Grievance Committee Procedures and State Personnel, designated as Regulation Document Number 1586, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
19-775.34. This regulation governs the State Employee Grievance Committee procedures. The revisions change the titles of the State Personnel Director to the Director of the Division of Human Resource Management and the State Personnel Division to the Division of Human Resource Management; change the method of notifying witnesses of a hearing and the regulations related to representatives and witnesses in a hearing; provide that records submitted to the Division will become Committee exhibits; revise the procedure for the exchange of subpoenaed documents; revise hearing procedures and the sequestering of witnesses to comply with the Freedom of Information Act; change the time period for the preservation of records to comply with Division retention schedules; require payment for the costs of transcripts of a hearing; change the order of case presentation; and change the election of the Committee Chairman and Secretary from July 1 to after approval of the Budget and Control Board.
19-706. This regulation governs decisions of the State Employee Grievance Committee. The changes are to revise the State Personnel Regulations to comply with the changes to State Regulation 19-775 and add the intent of the Regulation.
