TO EXPRESS THE BELIEF OF THE MEMBERS OF THE GENERAL ASSEMBLY THAT STATE AND LOCAL LAW ENFORCEMENT OFFICIALS SHOULD STRICTLY ENFORCE THE PROVISIONS OF LAW WHICH PROHIBIT LOTTERIES, GAMBLING, AND OTHER SIMILAR UNLAWFUL ACTIVITIES.
Whereas, Section 7, Article XVII of the Constitution of this State prohibits lotteries and advertising of lotteries or the sale of tickets for lotteries with the exception of bingo conducted by charitable organizations; and
Whereas, members of the General Assembly are aware of numerous violations of this provision including sports, parlay cards, raffles for the benefit o various organizations, and various other similar activities which violate the above Constitutional prohibition; and
Whereas, the members of the General Assembly believe that if such a prohibition against lotteries is the law, then the appropriate law enforcement authorities and officials should strictly enforce the law without exception; and
Whereas, the members of the General Assembly, by this resolution, hereby express their belief that the provisions of law prohibiting lotteries, gambling, and other games of chance should be strictly enforced by the state and local law enforcement officials. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, express the belief that state and local law enforcement officials should strictly enforce the provision of law which prohibits lotteries, gambling, and other similar unlawful activities.
Be it further resolved that a copy of this resolution be forwarded to the Attorney General of South Carolina.
