TO AMEND SECTION 1-23-110, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO PROCEDURES FOR PROMULGATING REGULATIONS, SO AS TO REQUIRE A SYNOPSIS AND THE STATUTORY AUTHORITY FOR PROMULGATING A REGULATION IN THE DRAFTING NOTICE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 1-23-110(A)(1) of the 1976 Code, as last amended by Act 507 of 1992, is further amended to read:
"(1) give notice of a drafting period by publication of a notice in the State Register. The notice must include:
(a) the address to which interested persons may submit written comments during the initial drafting period before the regulations are submitted as proposed;
(b) a synopsis of what the agency plans to draft;
(c) the agency's statutory authority for promulgating the regulation;".
SECTION 2. This act takes effect upon approval by the Governor.
