A BILL

TO AMEND SECTION 7-7-40, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO VOTING PRECINCTS IN AIKEN COUNTY, SO AS TO REDESIGNATE AND ADD NEW PRECINCTS, PROVIDE THAT THE PRECINCTS ARE AS SHOWN ON AN OFFICIAL MAP ON FILE WITH THE DIVISION OF RESEARCH AND STATISTICAL SERVICES OF THE STATE BUDGET AND CONTROL BOARD, AND PROVIDE THAT THE POLLING PLACES FOR THE PRECINCTS MUST BE ESTABLISHED BY THE AIKEN COUNTY BOARD OF ELECTIONS AND REGISTRATION WITH THE APPROVAL OF A MAJORITY OF THE AIKEN COUNTY LEGISLATIVE DELEGATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Section 7-7-40 of the 1976 Code is amended to read:

"Section 7-7-40. (A) In Aiken County there shall be are the following voting precincts:

Precinct #1, Aiken #1--Beginning at the intersection of state road 289 (Gregg Avenue) and the Aiken city limits (origin), then following the city limits west, then generally north, then generally south, and then to the westernmost city limit on US 1 and US 78, then southwest on US 1 and US 78 to SC 421, then west on SC 421 to the intersection of SC 421 and a powerline just east of the intersection of SC 421 and state road 225 (Dibble Road), then along the powerline to its intersection with state road 225, then east on state road 225 to the Southern Railway tracks, following east on the tracks to Chesterfield Street, then north on the street to state road 179 (still Chesterfield Street), following state road 179 to US 78 (Richland Avenue), then west on US 78 to the city limits, and then west on the city limits to state road 289 and the point of origin.

Precinct #2, Aiken #2--Beginning at the intersection of SC 19 and the Aiken city limits, then following south on SC 19 to Hampton Ave., then southeast on Hampton Ave. to state road 179 (Chesterfield St.), then following south on state road 179 and US 78 (Richland Avenue), then northwest on US 78 to the Aiken city limits, then following north and then east on city limits to SC 19 and the point of origin.

Precinct #3, Aiken #3--Beginning at the intersection of SC 19 and the Aiken city limits, then following east, north and then south on city limits to SC 118 (Rutland Dr.), then following northwest on SC 118 to US 1 (York St.), then south on US 1 to Hampton Ave., following west on Hampton Ave. to SC 19, and then north on SC 19 to city limits and the point of origin.

Precinct #4, Aiken #4--Beginning at the intersection of US 78 (Richland) and state road 179 (Chesterfield St.), then following north on state road 179 to Hampton Ave., then east on Hampton Ave. to US 1 (York St.), then following northeast on US 1 to SC 118 (Rutland Dr.), then south on SC 118 to the Aiken city limits, then following south on the city limits to US 78 and then west on US 78 to state road 179 and the point of origin.

Precinct #5, Aiken #5--Beginning at the intersection of state road 179 (Chesterfield St.) and US 78 (Richland), following southeast on US 78 to the Aiken city limits, then south on the city limits to state road 440 (Powder House Rd.), then following north on state road 440 to South Boundary Ave., then northwest on the avenue to SC 19 (Chesterfield St.), and then north on SC 19 to intersection of state road 179 and US 78 and the point of origin.

Precinct #6, Aiken #6--Beginning at the intersection of Southern Railway tracks and the Aiken city limits, then following east on the railroad tracks to SC 19 (Chesterfield St.), then south on SC 19 to South Boundary Ave., then following southeast on the avenue to state road 440 (Powder House Rd.), then south on state road 440 to city limits (near Audubon Dr.), then following city limits west to state road 823 (Hitchcock), then west on state road 823 to Parson's Lane, then following northwest on the lane to the city limits, and then north on city limits to the Southern Railway tracks and the point of origin.

Precinct #9, Belvedere #9--Beginning at the intersection of state road 955 (Palmetto) and SC 126, following state road 955 southwest to state road 956 (Audubon Circle--2nd intersection), then southwest to state road 956 (Audubon Circle) to the North Augusta city limits, then following the city limits northwest to state road 45 (Five Notch Rd.), then north on state road 45 to state road 467 (Celeste St.), then following north, then east, then southeast on state road 467 to US 25, then southwest on US 25 to SC 126, and following SC 126 southeast to state road 955 and the point of origin.

Precinct #10, Carolina Heights #10--Beginning at the intersection of the Savannah River and the North Augusta city limits, then following north on city limits to state road 45 (Bradleyville Rd.) then southeast on state road 45 to state road 1582, then following state road 1582 southeast to state road 365, then south on state road 365 to US 1/US 78, then west on US 1/US 78 to US 125 and US 278, then south on US 125 and 278 to Horse Creek, then following the creek west to the Savannah River, and then north on the river to the North Augusta city limits and the point of origin.

Precinct #11, China Springs #11--Beginning at the intersection of state road 105 (Vaucluse Rd.) and state road 1467, then following north on state road 1467 to state road 503, then east on state road 503 to state road 1663; then following state road 1663 north to Interstate 20, then east on Interstate 20 to Shaws Creek, then following Shaws Creek southeast to US 1, then southwest on US 1 to Aiken city limits, then following west on city limits to SC 19, then north on SC 19 to state road 1303, then following west on state road 1303 to state road 105 (Vaucluse Rd.), and then northwest on state road 105 to state road 1467 and the point of origin.

Precinct #12, Clearwater #12--Beginning at the intersection of US 1/US 78 and US 125 and 278, then following US 1/US 78 east to Clearwater Pond, then south from the pond along Little Horse Creek to Horse Creek, then following Horse Creek southwest to US 125 and 278, then northwest on US 125 and 278 to US 1/US 78 and the point of origin.

Precinct #13, College Acres #13--Beginning at the intersection of SC 19 and state road 440, then following north on 440 to state road 1163, then east on 1163 (Powder House Road) to state road 79 (Bank Mill Rd.), then following state road 79 southeast to state road 729, then northwest on state road 729 to SC 19, and then northwest on SC 19 to state road 440 (College Acres Drive) and the point of origin.

Precinct #21, Monetta #21--Beginning at the intersection of the Saluda County line and SC 392, then following northeast and then southeast on county line to SC 391, then southwest on SC 391 to SC 39, then following northwest on SC 39 to Gully Creek, then southwest on Gully Creek to McTier Creek, then following north on McTier Creek to US 1, then southwest on US 1 to SC 392, and then north on SC 392 to Saluda County line and the point of origin.

Precinct #22, Montmorenci #22--Beginning at the intersection of an unpaved portion of state road 79 (Bank Mill Rd.) and the boundary of the Savannah River Plant, then following northwest on state road 79 to SC 302 (Pinelog Rd.), then east on SC 302 to US 78, then following southeast on US 78 to an unpaved, unnamed road (near Oakwood Fire Tower) leading into Upper Three Runs Creek, then southwest on the creek to the boundary of the Savannah River Plant, and then northwest on boundary to state road 79 and the point of origin.

Precinct #23, New Ellenton #23--All that area encompassed by the city limits of the Town of New Ellenton.

Precinct #24, New Holland #24--Beginning at the intersection of the South Fork Edisto River and Rocky Springs Creek, then following northeast on Rocky Springs Creek to SC 39, then southeast on SC 39 to an unpaved road leading into Chalk Hill Creek, then following east on Chalk Hill Creek to the Lexington County line, and then southeast on the county line to state road 21, then following state road 21 into state road 246, then south on state road 246 to state road 75, then following state road 75 to Cedar Creek, then south on Cedar Creek to the South Fork Edisto River, and then northwest on the river to Rocky Springs Creek and the point of origin.
