TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 24-21-637 SO AS TO PROVIDE THAT A PRISONER IS NOT ELIGIBLE FOR PAROLE UNLESS HE PASSES A BASIC READING TEST AND TO PROVIDE AN EXCEPTION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 24-21-637. A person is not eligible for parole until he successfully passes a basic reading test administered by the Department of Probation, Parole and Pardon Services. The prisoner must demonstrate through testing that he is functionally literate. A person who because of a physical or mental disability is not able to read is exempt from the provisions of this section."
SECTION 2. This act takes effect July 1, 1994.
