TO COMMEND DR. CHARLES H. CHADWELL, PIEDMONT REGIONAL DIRECTOR FOR THE SOUTH CAROLINA DEPARTMENT OF DISABILITIES AND SPECIAL NEEDS, FOR HIS UNSELFISH DEDICATION TO ENRICHING THE LIVES OF SOUTH CAROLINIANS WITH DISABILITIES UPON HIS RETIREMENT.
Whereas, the members of the General Assembly with regret have learned that Dr. Charles H. Chadwell, Piedmont Regional Director for the South Carolina Department of Disabilities and Special Needs, has announced his intention to retire; and
Whereas, this truly amazing and gifted man has devoted his life to enriching the lives of South Carolinians with disabilities and through his work has shown his dedication and compassion for individuals with mental retardation, disabilities, or special needs; and
Whereas, Dr. Chadwell is a native of Omaha, Nebraska, received his undergraduate degree from Trinity University, and his Masters and Ph.D. degrees from the University of Texas; and
Whereas, Dr. Chadwell came to South Carolina in 1970 and among his many outstanding accomplishments:
1. In 1970, Dr. Chadwell accepted the mission of providing programs and services for people with mental retardation and their families for the Midlands Region.
2. He successfully implemented the transformation of Pineland Facility into the Midlands Regional Center, a modern, treatment-oriented program.
3. Under his leadership, Midlands Center completed major building renovations and encouraged community providers to offer adult activities programs, infant stimulation programs, child development programs and summer camps for people with mental retardation.
4. Through his regard for the lives of people with mental retardation, he encouraged the development of nonprofit organizations and the establishment of local school programs to provide comprehensive services to people with mental retardation.
5. In 1976, he accepted the leadership of Whitten Center and the mission of returning hundreds of residents to live and prosper in their home communities, while providing supports to enhance the lifestyles of remaining residents, Whitten Center benefited from facility modernization, improved staff-to-client ratios, and expanded community resources.
6. As an advocate for people with mental retardation, he helped establish and operate mental retardation boards in local communities to ensure people received needed services.
7. He guided staff to establish early intervention training at home and family-arranged respite care.
8. As a regional director, he encouraged family involvement with and development of quality programs from local disabilities and special needs boards.
Whereas, one example of the respect and admiration in which Dr. Chadwell is held is the establishment of the Dr. Charles Chadwell Living Endowment at Presbyterian College to bring leaders of human services programs together for enrichment and additional learning and training; and
Whereas, the members of the General Assembly, by this resolution, would like to thank this gifted public servant upon the occasion of his retirement for all he has done to better the lives of less fortunate South Carolinians. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly hereby commend Dr. Charles H. Chadwell, Piedmont Regional Director for the South Carolina Department of Disabilities and Special Needs, for his unselfish dedication to enriching the lives of South Carolinians with disabilities, upon his retirement. Be it further resolved that a copy of this resolution be forwarded to Dr. Charles H. Chadwell.
