A CONCURRENT RESOLUTION

EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY TO DEAN JOHN R. ARNOLD OF THE UNIVERSITY OF SOUTH CAROLINA-LANCASTER FOR HIS YEARS OF OUTSTANDING SERVICE TO THE CAUSE OF HIGHER EDUCATION ON THE OCCASION OF HIS RETIREMENT AND WISHING FOR HIM MANY HAPPY AND FULFILLING YEARS.

Whereas, the members of the General Assembly note that Mr. John R. Arnold, dean of the University of South Carolina-Lancaster since January, 1982, will be retiring in June, 1994; and

Whereas, Dean Arnold has had an outstanding record of service to the cause of education first as a teacher and administrator in the public schools of West Virginia and as the director of the Logan Campus of Marshall University in West Virginia and with the University of South Carolina-Lancaster since 1970; and

Whereas, Dean Arnold's career at USC-Lancaster began in 1970 as an instructor, continued as an assistant professor from 1972 to 1976, as assistant director for administration and educational services from 1973 to 1978, as associate professor from 1977 to 1987, as a professor since 1987, as acting director from 1978-1981, and as dean since January, 1982; and

Whereas, Dean Arnold has had an outstanding record at USC-Lancaster, a record that has seen enhanced academic programs and support services, strong alumni and community support, development of the physical plant, and the growth of USC-Lancaster as a vital force for outreach to the community; and

Whereas, in addition to his professional memberships in the American Heritage Society and the South Carolina and Southern Historical Associations, Dean Arnold has, among many other responsibilities, served as a member of the board of directors of the Elliott White Springs Memorial Hospital, the Lancaster Chapter of the American Heart Association, as a leading force in the Lancaster Chamber of Commerce and president of that organization in 1993, as a director of the ARTSAREPOPPIN festival; and

Whereas, Dean Arnold has further been active in the Lancaster County Council of the Arts, Lancaster County Mental Health Association, Lancaster County Society for Historical Preservation, the Lancaster County Strategic Plan Education Task Force, and the United Way of Lancaster County; and

Whereas, his outstanding contributions have led to his recognition by many groups and include being named among the outstanding young men of America in 1971, the USC-Lancaster Outstanding Professor Award, outstanding educator of 1984 by the Lancaster Civitan Club, Lancaster Citizens Salute in 1990, and the Lancaster County Council of the Arts Partnership Award in 1991; and

Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations so that they might note the achievements and express their appreciation for the service of such an outstanding South Carolinian whose dedication to the cause of education and community service has established an exemplar for all to follow and wish for him many happy and productive years in retirement. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, express their appreciation to Dean John R. Arnold of the University of South Carolina-Lancaster for his years of outstanding service to the cause of higher education on the occasion of his retirement and wish for him many happy and fulfilling years in retirement.

Be it further resolved that a copy of this resolution be forwarded to Dean John R. Arnold.
