TO REQUIRE THAT REVENUES CREDITED TO THE STATE HIGHWAY FUND AS OF JUNE 30, 1994, MUST BE CREDITED AS OF JULY 1, 1994, TO THE GENERAL FUND OF THE STATE, PROVIDE THAT FEES AND TAXES IMPOSED OR LEVIED BY LAW AS OF JUNE 30, 1994, CREDITED TO THE FUND ARE CONSIDERED TO BE IMPOSED OR LEVIED FOR THE GENERAL OPERATION OF STATE GOVERNMENT BEGINNING JULY 1, 1994, AND PROVIDE SEPARATE LEGISLATION FOR APPROPRIATION TO THE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law relating to distribution of revenues in Titles 12 and 56 of the 1976 Code, all revenues credited to the State Highway Fund as of June 30, 1994, must be credited as of July 1, 1994, to the General Fund of the State. Fees and taxes imposed or levied by law as of June 30, 1994, credited to the State Highway Fund are considered to be imposed or levied for the general operation of state government beginning July 1, 1994. Appropriation for the South Carolina Department of Highways and Public Transportation must be made annually in legislation separate from the annual general appropriations act beginning July 1, 1994.
SECTION 2. This act takes effect upon approval by the Governor.
