The Senate assembled at 12:00 Noon, the hour to which it stood adjourned and was called to order by the ACTING PRESIDENT, Senator WILLIAMS.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the words recorded for posterity by St. John, Chapter 15(vv 11:12):
"These things have I spoken unto you, that My joy might remain in you, and that your joy might be full. This is My commandment, that you love one another, as I have loved you."
Let us pray.

Lord, God of us all, as we hear the tidings from near and far, of mankind's inhumanity to man, let us hear anew the words of non-violence of Martin Luther King, Jr., and share his dream of human brotherhood.

And as we remember the birthday of Robert E. Lee, we are grateful for the legacy of faith, courage, love, and fidelity to duty as God shows us our duty in every age.

Let us go to our tasks today, with the ancient words ringing in our ears:
"What doth the Lord require of thee,

But to do justly, love mercy, and

Walk humbly with they God?"

Mr. Franklin Goodwin today celebrates the 70th anniversary of his birth on January 19, 1993; and

Whereas, since January 7, 1974, Mr. Frank Goodwin has been employed by the South Carolina Senate and has continuously served in an exemplary manner for eighteen years as Senate Porter; and

Whereas, Mr. Frank has demonstrated unflagging loyalty and unselfish service to the South Carolina Senate and the people of this State; and

Whereas, Mr. Frank is known to each member of the Senate for his warm and charming personality; and

Whereas, it is the unanimous opinion of the Senate that Frank Goodwin provides the role model of which every state employee should pattern their conduct and service; and

Whereas, the members of the South Carolina Senate want him to know that his character, spirit and gentle personality have added greatly to the hallowed halls of the Senate.

Now, therefore,

Be it resolved by the Senate of the State of South Carolina that this resolution congratulates Frank Goodwin on the occasion of his 70th birthday and thanks him for his dedicated service to the State of South Carolina and the South Carolina Senate and wishes him many more years of health and prosperity.

On motion of Senator WILLIAMS, with unanimous consent, the Privilege of the Floor was extended to Mr. Frank Goodwin, porter to the S.C. Senate.

Mr. Goodwin was escorted to the podium by Senators MOORE and FORD.

Senator WILLIAMS published the Resolution and presented to Mr. Goodwin the Resolution and a Certificate honoring him on the occasion of his seventieth birthday.

S. 220 -- Senator Moore: A SENATE RESOLUTION TO EXPRESS THE DEEPEST SYMPATHY OF THE MEMBERS OF THE SENATE TO THE FAMILY AND MANY FRIENDS OF LEONEL BLANTON (L.B.) ERGLE, RETIRED PRINCIPAL OF THE FORMER LANGLEY-BATH-CLEARWATER HIGH SCHOOL.

The Senate Resolution was adopted.

S. 221 -- Senators Williams and Matthews: A CONCURRENT RESOLUTION TO EXPRESS THE DEEPEST SYMPATHY OF THE MEMBERS OF THE GENERAL ASSEMBLY TO THE FAMILY OF OFFICER THOMAS C. "TOMMY" HARRISON, SR., OF THE CITY OF ORANGEBURG POLICE DEPARTMENT UPON HIS TRAGIC DEATH IN THE LINE OF DUTY ON FRIDAY, JANUARY 15, 1993.

Whereas, the members of the General Assembly were shocked and saddened to learn of the death of Officer Thomas C. "Tommy" Harrison, Sr., of the City of Orangeburg Police Department in the line of duty on Friday, January 15, 1993; and

Whereas, he was a native of Orangeburg, a graduate of the South Carolina Criminal Justice Academy and joined the Police Department of the City of Orangeburg on March 28, 1983, as a police officer, later advancing to the rank of sergeant; and

Whereas, he relinquished an enterprising business opportunity to enter law enforcement with the determination, zeal, and energy to serve and to help; and

Whereas, through ten years of loyal and faithful service, Tommy Harrison diligently and forthrightly protected and defended the lives of the citizens he pledged to serve; and

Whereas, he cared deeply for his family and was a devoted and caring husband, a proud and loving father, and a loyal and respectful son and brother; and

Whereas, this gallant and courageous officer also enjoyed a strong and mutual bond with his fellow officers, strengthened by friendship, companionship, and loyalty. His loss will leave a void in the lives of his family, comrades and friends not easily filled; and

Whereas, the members of the General Assembly, by this resolution, would like to extend their sincere and heartfelt condolences to his wife, son, parents, sisters, and other members of his family in this time of sorrow. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly hereby express their deepest sympathy to the family of Officer Thomas C. "Tommy" Harrison, Sr., of the City of Orangeburg Police Department upon his tragic death in the line of duty on Friday, January 15, 1993.

Be it further resolved that a copy of this resolution be forwarded to his widow, Mrs. Kimberly Shaye Harrison.
