EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA TO CURRENT AND FORMER MEMBERS AND STAFF OF THE STATE ETHICS COMMISSION UPON THE TWENTIETH ANNIVERSARY OF ITS CREATION.
Whereas, on May 29, 1975, the Governor gave his consent to Act 191 of 1975, the State Ethics Act; and
Whereas, on September 25, 1991, the Governor gave his consent to Act 248 of 1991, the Ethics, Government Accountability, and Campaign Reform Act of 1991, the Ethics Reform Act; and
Whereas, in the earlier act the General Assembly created the State Ethics Commission, an agency of the State of South Carolina with responsibility for implementation, administration, and enforcement of certain aspects of the State Ethics Act; and
Whereas, the State Ethics Commission organized and began operations on February 20, 1976; and
Whereas, since February 1976, the various members and staff of the State Ethics Commission have devoted considerable time and effort in carrying out the legislative mandate to restore public trust in governmental institutions and the political and governmental process through implementation, administration, and enforcement of the original State Ethics Act and the 1991 Ethics Reform Act; and
Whereas, the State Ethics Commission has rendered countless formal and informal advisory opinions, and taken action on many complaints; and
Whereas, the State Ethics Commission receives Statement of Economic Interest Forms and Campaign Disclosure Forms and registers and receives disclosures from lobbyists and lobbyist's principals; and
Whereas, public office is a trust granted by the citizens of the State of South Carolina; and
Whereas, the members and staff of the State Ethics Commission serve the public to preserve the dignity of the high calling of public service. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, express their appreciation to current and former members and staff of the State Ethics Commission upon the twentieth anniversary of its creation, and encourage their further endeavors in this important work in the years ahead.
Be it further resolved that a copy of this resolution be forwarded to each member of the State Ethics Commission and to Gary R. Baker, Director of the State Ethics Commission.
