A SENATE RESOLUTION

RECOGNIZING AND HONORING THE HONORABLE JUANITA C. W. GOGGINS OF YORK COUNTY, THE FIRST AFRICAN-AMERICAN WOMAN TO BE ELECTED TO THE SOUTH CAROLINA GENERAL ASSEMBLY.

Whereas, The Honorable Juanita Canary Willmon Goggins of York County was the first African-American woman to be elected to the General Assembly of the State of South Carolina, serving in the House of Representatives from 1975 until January, 1980; and

Whereas, she was also the first African-American woman to serve on the United States Commission on Civil Rights, the first African-American to serve on the Ways and Means Committee of the South Carolina House of Representatives, the first African-American woman to represent the Palmetto State as a delegate to the national convention of one of the major political parties, and the first African-American woman to be elected as National Committeewoman for the Democratic Party from South Carolina; and

Whereas, she was an outstanding, dedicated, caring legislator; she has a zest for living and a zeal for helping others; and

Whereas, the Tenth Annual Freedom Fund Dinner of the Rock Hill Branch of the NAACP, scheduled for June 1, 1996, at McBryde Hall on the campus of Winthrop University, is being dedicated to Juanita Goggins for her public service, endeavors, and accomplishments; and

Whereas, we are greatly pleased to have this particular opportunity to recognize and honor one of our distinguished former colleagues in the General Assembly. Now, therefore,

Be it resolved by the Senate:

That the South Carolina Senate, by this resolution, recognizes and honors The Honorable Juanita C. W. Goggins of York County, the first African-American woman to be elected to the South Carolina General Assembly.

Be it further resolved that a copy of this resolution be presented to The Honorable Juanita Goggins.
