A CONCURRENT RESOLUTION

RECOGNIZING AND APPLAUDING THE EFFORTS OF MAIN STREET BEAUFORT, USA AND CELEBRATING ITS TENTH ANNIVERSARY BY NOTING ITS MANY SUCCESSES.

Whereas, in 1985 the South Carolina Downtown Development Association established the Main Street Beaufort, USA program in the City of Beaufort; and

Whereas, the objective of Main Street Beaufort is the economic revitalization of historic commercial cores within the context of historic preservation; and

Whereas, the Main Street concept is based on a four-point incremental approach to economic revitalization: Organization, Promotion, Design, and Economic Restructuring; and

Whereas, under the guidance of the Main Street Beaufort, USA Board of Directors, Main Street Beaufort has been recognized statewide for excellence in promotional planning, advertising, design rehabs, and public improvement; and

Whereas, over the last ten years Main Street Beaufort has received twelve award recognitions from the South Carolina Downtown Development Association: 1986 Outstanding Promotion Award, "The Merry Marketplace"; 1986 Distinguished Service Award, Ms. Terry Murray; 1986 Design Rehab Award, Chitty Antiques; 1986 Business Award, The Gadsby Tavern; 1986 Organizational Award, Historic Beaufort Foundation; 1987 Design Rehab Award, Old Bay Marketplace; 1989 Best Promotion Award, "A Night on the Town"; 1990 Design Rehab Award, Beaufort Bank Building; 1992 Design Rehab Award, Furniture Warehouse; 1992 Outstanding Promotional Program Award, all promotions/advertising; 1993 Best Public Private Partnership Award, Main Street Beaufort and the City of Beaufort; and 1994, Best Design Rehab Award, Firehouse Books and Espresso Bar; and

Whereas, since the inception of Main Street Beaufort in 1985, more than eleven and one-half million dollars of private monies have been invested in the downtown area through renovations, improvements, and purchases; downtown Beaufort has experienced a net gain of sixty-three new businesses, and fifty-seven renovations have occurred; and

Whereas, the City of Beaufort passed a resolution on the twenty-fifth of October, 1994, noting that "the continued revitalization efforts through Main Street Beaufort's award winning promotional and advertising program, strong community partnerships, economic development, and public improvement projects, have significantly improved the economic, social, and cultural climate of downtown Beaufort."; and

Whereas, the success of the public-private partnership has been nothing short of phenomenal, a partnership between the City of Beaufort and the downtown merchants and property owners through the jointly funded Main Street Beaufort, USA. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, recognizes and applauds the efforts of Beaufort Main Street, USA and celebrates its tenth anniversary by noting its many successes.

Be it further resolved that a copy of this resolution be forwarded to the Main Street, USA Board of Directors.
