A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-17-18 SO AS TO PROHIBIT CERTAIN LOBBYING ACTIVITY BY STATE AGENCIES, DEPARTMENTS, INSTITUTIONS, AND DIVISIONS AND THEIR EMPLOYEES AND DEFINE TERMS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 2-17-18. Notwithstanding the provisions of this chapter, no agency, department, institution, or division of state government or its employees may lobby, directly or indirectly, a member of the General Assembly on any matter pertaining to legislation. As used in this section, `employee' includes persons employed by, under contract to, or representing an entity of state government, whether compensated or not."

SECTION 2. This act takes effect upon approval by the Governor.
