A CONCURRENT RESOLUTION

CONGRATULATING RICHARD P. "RICK" FELDER, III, OF COLUMBIA ON RECEIVING THE SOUTH CAROLINA DEPARTMENT OF NATURAL RESOURCES' DIVISION OF LAND RESOURCES AND CONSERVATION DISTRICTS 1994 OUTSTANDING DIVISION EMPLOYEE AWARD AND THE DEPARTMENT OF NATURAL RESOURCES MERITORIOUS SERVICE AWARD.

Whereas, state government employee Richard P. "Rick" Felder, III, of Columbia was recently honored at the annual joint conference of the South Carolina Association of Conservation Districts, the South Carolina Department of Natural Resources' Division of Land Resources and Conservation Districts, and the United States Department of Agriculture National Resources Conservation Service in Charleston; and

Whereas, Mr. Felder, manager of conservation program development with the South Carolina Department of National Resources' (DNR) Division of Land Resources and Conservation Districts, received the Division's 1994 Outstanding Division Employee award and the DNR Meritorious Service Award; and

Whereas, he is a native of Summerton and is the first employee of the newly formed natural resources agency to be so honored; and

Whereas, throughout the almost eleven years he has worked with conservation districts, Mr. Felder has helped many districts throughout the State develop and expand their local education programs; and

Whereas, a graduate of Clemson University, Mr. Felder is an Eagle Scout and a Rotary Paul Harris Fellow; and

Whereas, Rick Felder is an outstanding and exemplary state employee who is highly deserving of the recognition he has received. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, congratulates Richard P. "Rick" Felder, III, of Columbia on receiving the South Carolina Department of Natural Resources' Division of Land Resources and Conservation Districts 1994 Outstanding Division Employee award and the Department of Natural Resources Meritorious Service Award.

Be it further resolved that a copy of this resolution be forwarded to Mr. Felder and to: Mr. and Mrs. R. P. Felder, Jr., his parents; Mr. and Mrs. R. P. Felder, his grandparents; Dr. James Timmerman, Director of the South Carolina Department of Natural Resources; and Mr. Cary Chamblee, Division Director, South Carolina Department of Natural Resources.
