A JOINT RESOLUTION

TO ESTABLISH A TASK FORCE TO STUDY THE CHILD ABUSE AND NEGLECT LAWS OF THIS STATE; TO PROVIDE FOR ITS MEMBERSHIP, DUTIES, AND STAFFING; AND TO PROVIDE THAT THE TASK FORCE IS ABOLISHED UPON SUBMISSION OF ITS REPORT AND RECOMMENDATIONS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. (A) There is established a task force to study the child abuse and neglect laws in this State and to make recommendations to the House of Representatives on statutory, policy, or procedural changes to improve and enhance the child protection system and its impact on families. The task force must be composed of seven members of the House of Representatives appointed by the Speaker of the House. Members shall serve without compensation and are not entitled to mileage, per diem, or subsistence.

(B) In conducting its study, the task force shall evaluate the impact of investigation and prosecution procedures on families, whether these procedures are carried out equitably, and whether the current system erodes or strengthens the stability and well-being of families. Additionally, the task force shall identify public and private resources for families impacted by abuse and neglect and for families with children with mental or emotional problems.

(C) The task force shall elect a chairman to preside and existing staff of the House of Representatives and its committees must be designated by the Speaker of the House to provide staff assistance to the task force.

(D) The task force shall submit a report and its recommendations to the House of Representatives by January 15, 1996, at which time the task force is abolished.

SECTION 2. This joint resolution takes effect upon approval by the Governor.
