That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the joint resolution, as and if amended, by striking all after the enacting words and inserting:
/SECTION 1. There is established the Joint Legislative Committee on Children and Families to be composed of three members of the House of Representatives to be appointed by the Speaker of the House, three members of the Senate to be appointed by the Lieutenant Governor, and three members to be appointed by the Governor. Members of the House and Senate serve terms of two years and the gubernatorial appointees serve at the pleasure of the Governor. The committee shall study issues relating to children and families as the committee may undertake or as may be requested or directed by the General Assembly.
SECTION 2. This joint resolution takes effect upon approval by the Governor./

House Bill 4030, a Joint Resolution, proposes to establish the Joint Legislative Committee on Children and Families.
Section 1 of the joint resolution provides for the composition of the committee. Although this legislation does not address compensation of committee members, Proviso 129.36 addresses per diem for boards, commissions, and committees and Proviso 129.38D addresses subsistence for non-legislative members of committees. Per diem is paid at the rate of $35 per day and subsistence expenses are $35 per day or actual expenses incurred. Mileage of 25.5 cents per mile is also available. Per diem and subsistence for gubernatorial appointees would be $270 per day. Assuming the committee meets twelve times a year, per diem and subsistence expenses would amount to $2,520 annually.

TO ESTABLISH THE JOINT LEGISLATIVE COMMITTEE ON CHILDREN AND FAMILIES, TO PROVIDE FOR ITS MEMBERSHIP OF THREE MEMBERS OF THE HOUSE OF REPRESENTATIVES, THREE MEMBERS OF THE SENATE, AND THREE GUBERNATORIAL APPOINTEES, AND TO FURTHER PROVIDE THAT THE COMMITTEE SHALL STUDY ISSUES RELATING TO CHILDREN AND FAMILIES AS DIRECTED OR REQUESTED BY THE GENERAL ASSEMBLY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1.
