TO MEMORIALIZE CONGRESS TO ENSURE THAT SOUTH CAROLINA CHILDREN AND FAMILIES ARE FUNDED ON AN EQUITABLE BASIS WHEN PRESCRIBING BLOCK GRANT FUNDING FORMULAS.
Whereas, the Congress of the United States of America is considering legislation to transfer the Aid to Families with Dependent Children, Child Care Assistance Programs, and Child Protection programs to block grants to the states; and
Whereas, federal monies from these programs contributed five hundred fifty-six million dollars to the South Carolina economy in 1994; and
Whereas, the funding formula contained in H. 4 (The Personal Responsibility Act) as passed by the United States Congress would disproportionally and inequitably fund northern states at a higher level; and
Whereas, the national average funding for the proposed AFDC Block Grant program is one thousand seventy-one dollars per child and the funding for South Carolina would be three hundred sixty-four dollars per child; and
Whereas, the national average for the proposed Child Protective Services Block Grant is three hundred ten dollars per child and the funding for South Carolina would be eighty-nine dollars per child; and
Whereas, the national average for the proposed Child Care Block Grant is one hundred forty-seven dollars per child and the funding for South Carolina would be one hundred three dollars per child; and Whereas, the federal monies from the proposed block grant programs will provide South Carolina's children one-sixth of the amount that Rhode Island would receive; and
Whereas, the long-term ability of South Carolina to provide supportive services to its low-income children and families will be materially affected by the funding formula presently adopted by Congress. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, memorialize the United States Congress to ensure that South Carolina children and families are funded on an equitable basis when prescribing block grant funding formulas.
Be it further resolved that a copy of this resolution be forwarded to the Speaker of the United States House of Representatives, the President of the United States Senate, and to members of the South Carolina Legislative Delegation.
