TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-220 SO AS TO DEVOLVE THE FUNCTIONS OF THE JOINT BOND REVIEW COMMITTEE ON THE WAYS AND MEANS COMMITTEE OF THE HOUSE OF REPRESENTATIVES AND THE SENATE FINANCE COMMITTEE AND TO REPEAL SECTIONS 2-47-20 AND 2-47-30, RELATING TO THE ESTABLISHMENT AND MEMBERSHIP OF THE JOINT BOND REVIEW COMMITTEE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 1, Title 2 of the 1976 Code is amended by adding:
"Section 2-1-220. Notwithstanding the provisions of Chapter 47 of Title 2, the functions of the Joint Bond Review Committee are devolved upon the Ways and Means Committee of the House of Representatives and the Senate Finance Committee which shall perform those functions separately by committee resolution, with differences to be resolved by the respective committee chairmen subject to the approval of the membership of each committee. Wherever duties and functions are assigned by law to the Joint Bond Review Committee, these functions are devolved as provided in this section. At the time of devolution of these functions the Joint Bond Review Committee is terminated."
SECTION 2. Sections 2-47-20 and 2-47-25 of the 1976 Code are repealed.
SECTION 3. This act takes effect upon approval by the Governor.
