A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-1-1035 SO AS TO PROHIBIT A STATE AGENCY, DEPARTMENT, COMMISSION, OR BOARD FROM COMMITTING OR EXPENDING FUNDS FROM FEDERAL BLOCK GRANTS WITHOUT PRIOR AUTHORIZATION OR THE APPROPRIATION OF THESE FUNDS IN THE GENERAL APPROPRIATIONS ACT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 1-1-1035. No state agency, department, commission, or board or an office or a division of any state agency, department, commission, or board may commit or expend any funds from federal block grants including, but not limited to, employment, job training, vocational rehabilitation, vocational education, adult education, or literacy programs created after this act's effective date without prior authorization or the appropriation of these funds by the General Assembly in the general appropriations act."

SECTION 2. This act takes effect upon approval by the Governor.
