TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-3-23 SO AS TO PROVIDE THAT THE ANNUAL COMPENSATION OF MEMBERS OF THE GENERAL ASSEMBLY SHALL BE PAID IN FIVE EQUAL MONTHLY INSTALLMENTS, TO PROVIDE THAT ANY PERSON ELECTED TO THE GENERAL ASSEMBLY TO FILL A VACANCY SHALL RECEIVE A PRO RATA PORTION OF SUCH COMPENSATION FOR THE TIME HE SERVES DURING THAT SESSION OF THE GENERAL ASSEMBLY, AND TO PROVIDE THAT IF MORE THAN ONE PERSON REPRESENTS ANY HOUSE OR SENATE DISTRICT DURING AN ANNUAL SESSION OF THE GENERAL ASSEMBLY, THESE PERSONS IN TOTAL MAY NOT BE COMPENSATED MORE THAN WHAT A SINGLE REPRESENTATIVE OR SENATOR FROM THAT DISTRICT WOULD HAVE RECEIVED FOR THAT SESSION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 2-3-23. The annual compensation of members of the General Assembly shall be paid in five equal monthly installments beginning on January fifteenth of the applicable year and ending the following May fifteenth. Any person elected to the General Assembly to fill a vacancy shall receive a pro rata portion of such compensation for the time, if any, he serves during that session of the General Assembly. If more than one person represents any House or Senate district during an annual session of the General Assembly, these persons in total may not be compensated more than what a single representative or senator from that district would have received for that session."
SECTION 2. This act takes effect upon approval by the Governor.
